A Project of Ombudsman Services of Northern California, who administers the program through contracts from Area Agencies on Aging in Public Service Areas 2, 4, 11 and 29. Under the umbrella agency of Legal Services of Northern California, HSNC provides services for more than 456,321 beneficiaries in 13 Northern California counties. There are 37 counseling sites.
