The Health Insurance Counseling and Advocacy Program (HICAP) is a nonprofit agency.  We provide free assistance with Medicare and other health insurance issues. We offer objective information to help seniors and other people on Medicare make good decisions about their health care coverage.

     HICAP services are provided by Counselors, registered by the California Department of Aging, who are trained to provide information about health insurance policies and benefits to you, the client. Numerous counseling sites exist throughout the nine-county area for convenient access and personalized service.

HICAP services are free of charge.

     HICAP is a project of Ombudsman Services of Northern California (OSNC), a long-term care advocacy program that provides complaint investigation and facility monitoring.  Services are provided by State Certified Long-Term Care Ombudsmen.  For additional information, go to: www.osnc.net  

     HICAP and OSNC are two of eight special programs serving under the umbrella agency of Legal Services of Northern California (LSNC).  LSNC provides free legal advice, assistance and civil representation to low-income clients in 23 Northern California counties.  For additional information, go to: www.lsnc.info/  

Federal, state and local grants are made available to these programs through Area Agencies on Aging, including 2, 4, 11, 28 & 29.
