HICAP is funded through: the Federal Older Americans Act and the Older Californians Act. It is administered by the Center for Medicare and Medicaid Services and The California Department of Aging. The California Department of Aging provides policy direction and oversight.

The program is designed to provide Medicare beneficiaries and those imminent of becoming eligible for Medicare with counseling and advocacy as to Medicare, private health insurance, and related health care coverage plans.

Performance measures
During FY 07-08 HSNC provided counseling services to 2,881 beneficiaries 125 community education sessions to 311,091 attendees. more
